Utility audit pages by state
Find local utility details, account considerations, and a bill-review checklist for your business.
Rebate Energy provides electricity and natural gas bill auditing in these areas. We confirm your utility, account class, records, and engagement scope before starting a full audit. This is an auditing service, not an offer to sell or deliver energy.
What does “deregulated” mean?
In a supplier-choice market, an eligible business may purchase the energy commodity from a competitive supplier while a local utility continues delivery. “Deregulated” does not mean every charge is unregulated, every utility participates, or every account can switch. Electricity and gas rules are different.
We review the supplier’s pricing and the utility’s delivery charges against the appropriate records. A utility name here identifies a market or delivery system, not a partnership, endorsement, or guarantee of an overcharge.

Electricity supplier-choice service areas
We serve commercial electricity accounts in Connecticut, Delaware, Illinois, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Texas, and the District of Columbia. Coverage follows the utility territory and account—not simply the state boundary.

|---|---|---|

| Delaware | Delmarva Power | Retail choice; confirm the delivery territory and account. |

Restricted business electricity programs
We also review qualifying business electricity accounts in Michigan, Oregon, Virginia, and Nevada. These markets have restrictions, caps, or approval processes and should not be described as unrestricted statewide retail choice.
| State / district | Delivery utility examples | Market / account notes |
|---|---|---|
| Michigan | DTE Electric; Consumers Energy; other participating utilities | Capped choice program. The statutory 10% cap and utility queues limit access. |
| Oregon | Portland General Electric; Pacific Power | Nonresidential Direct Access; tariff and program conditions apply. |
| Virginia | Dominion Energy Virginia; Appalachian Power | Restricted choice routes, including qualifying large-load accounts; not general statewide access. |
| Nevada | NV Energy | Special large-customer process under NRS 704B, subject to eligibility and approval. |
California is outside our service area. Other special arrangements, such as territorial supplier selection for certain large loads, are not the same as an open retail supplier market. If your state or utility is not shown, contact the team to discuss scope rather than assuming eligibility.
Natural gas choice and business transportation service areas
We serve qualifying commercial natural gas accounts in Connecticut, Delaware, Florida, Georgia, Illinois, Indiana, Kansas, Kentucky, Maine, Maryland, Massachusetts, Michigan, Montana, Nebraska, New Hampshire, New Jersey, New Mexico, New York, Ohio, Pennsylvania, Rhode Island, Texas, Virginia, West Virginia, Wisconsin, Wyoming, and the District of Columbia. California is excluded.
Some of these areas have established customer-choice programs. Others provide business transportation service, where a qualifying customer buys gas separately and pays the utility to deliver it. Minimum usage, metering, enrollment windows, supplier availability, and tariff terms may limit participation. This is not a claim that every resident or business in these states can choose a gas supplier.

| Delaware | Delmarva Power; Chesapeake Utilities | Qualifying commercial / industrial transportation accounts. |
| District of Columbia | Washington Gas | Supplier choice with local utility delivery. |

Different utilities. The same need for clear evidence.
For an electricity account, the review can examine the supplier rate, utility rate class, billing demand, meter records, and adjustments. For natural gas, the review can examine the supply agreement, billing units, conversion factors, delivery rates, and transportation-related charges within scope.
We identify the company responsible for each disputed line item, even when supplier and delivery charges appear on one consolidated statement. Older bills may use a former utility name; the service address, meter, and account history help connect the records.

Check your business account with us
Start with a recent complete statement, the service state, your delivery utility, and any separate supplier bill or agreement. For several locations, keep each account’s records together. We can then explain which documents would support a historical review.
Review the electricity audit, natural gas audit, or process and pricing pages for more detail.
Guide reviewed October 2026. Utility examples are representative, not an exhaustive directory. Program eligibility and supplier participation can change. The current utility program and the account’s applicable tariff control eligibility; listing a market does not promise a refund or a right to switch suppliers.
